Christine Dunbar

Founder & Chief Executive Officer

Christine Dunbar founded ROCIMG with a belief that organizations deserve more than recommendations—they need experienced partners who can help turn ideas into results.

As CEO, Christine provides strategic direction for ROCIMG while remaining closely connected to the firm's clients, people, and most important initiatives. Her experience spans technology strategy, management consulting, program and portfolio management, organizational transformation, and complex modernization initiatives across government and commercial environments.

Her leadership philosophy reflects the principles on which ROCIMG was built: ethical conduct, hard work, thoughtfulness, authentic client relationships, and a relentless focus on simplifying the route from challenge to measurable benefit.

Debbie Chin

Senior Program and Transformation Leader

Debbie Chin brings more than 30 years of experience leading complex technology, financial management, and organizational transformation initiatives across federal and commercial environments. Her expertise spans program and project management, technology modernization, cybersecurity investment planning, financial operations, stakeholder engagement, and change management.

A PMP-certified leader with deep experience at USDA and the U.S. Postal Service, Debbie is known for bringing structure to complex initiatives, aligning diverse stakeholders, and helping organizations move from strategy through implementation to measurable results.

Dan Bacon

Dan brings extensive experience in digital strategy, marketing, web development, and online growth. Dan provides sales and digital marketing expertise that helps strengthen our market presence, engage prospective clients, and support business growth.
